In the Tell-Tale Heart, the person was trying to say he was not insane. He had killed and concealed a man because he had a "vulture eye". Because of this act, I believe he is insane.
In the story, he had killed the man that he said had a "vulture eye" by suffocating him and cutting him up to put him under the floor boards. This sounds like something someone who was insane. No one kills someone just because they have an odd eye.
People should not kill people for stupid reasons like in the Tell-Tale Heart. He may he been saying through out the entire story that he isnt insane, but I believe he really is.
